I'm not really familiar with those terms.
Why don't you run the following 1-line program as a test:
test.ex:
puts(1, getenv("XXX"))
If you type:
set xxx=999
ex test
it will print 999, so it must be using the latest, up-to-date
version of the environment.
On Windows NT things are a bit more complicated.
There are Windows environment variables that are not
readable by DOS programs.
