Does anyone know where I could find a program for creating and
animating 3d characters and saving the animation frames as bitmaps
or another file format?

This may not be exactly what you are looking for,
but Graeme Burke has a "mini sprite ray tracer",
written in Euphoria, that he uses to create little 3-d
spinning shapes. You can download it from his Web page:
