er, clarification: even with the source of RA2. though i still don't think it would work with the eu source

Anything is possible. The question is, is it possible to convince someone that it's worthwhile for them to try? People make hacks for games all the time, I don't see why it would be any different trying to use EU. As far as I know (which isn't far), hacks are usually small programs that either modify the games binary, or TSR's that poll for the game info, and modify it on the fly. Trying to create a new interface for a game would be more than a challenge. It would be down right unnerving, particularly if you don't have the source (good luck getting source code for commercial software). People spend months just picking apart the game binary to create simple trainers and hacks that simply modify some of the game variables, nevermind interface with all of them, and redirect the I/O of the game.
