2. RE: Refman23 .hhp, .hhk, .hhc files

I'd just like to warn people that the Win32lib documenation in this 
refman23 is WRONG (its based on an experimental version of the library) 
and out-of-date.  It should not be used for win32lib help. The ONLY 
official release of these docs is from my website at the moment. There 
has not been a lot of issues arising this week with the library so 
things are looking good for it to be sent to the contrbutions page for 
stamping this weekend.
