1. Proposed Win32Lib Change

I'm considering a changing Win32Lib to a 1-based indexing system, instead of the current 0-based values that the Win32 API currently returns. Under the proposed change, list indexing would begin with 1, not 0, an empty list would have a count of 0, and so on. This would bring the Win32Lib API in line with Euphoria itself, and make it easier to code to. Comments? Thanks! -- David Cuny
