What is your opinion about my Ini-Read code and other ini-read
codes like win32ini by Jeffrey Fielding.
Which one is better and/or faster and
how do I make my code so user-friendly as possible.

It looks pretty good. My only suggestion would be to provide more
documentation, and perhaps revise the way the procedures are called to
make it easier, but mostly documentation.
