1. CSS refers to Cascading Style Sheets. They allow the look and feel of a
set of web pages to be controlled from a single file.
2. They are actually fairly common.
3. Lots of people haven't heard of CSS. That doesn't make it any more or
less common.
4. On the other hand, I wouldn't complain if a web page lacks CSS seems a
bit odd. It's just a tool for accomplishing a task; there are other ways to
do the same thing.
