Webring was recently taken over by Yahoo.
Things are in a state of flux at the moment.
Eventually it will all be sorted out.

To join the WebRing you need to pick a user id and password,
so you can edit your site's information in the future.
They don't even ask you for your name.

Each time you login I imagine they give you a cookie
so they can keep track of you while you are 
navigating their site. I assume the cookie expires
when you close your browser.
