Yeah, that has disappeared.  Get the IDE directly from the wxEuphoria page.
The version up there is a bit old.  I've made a few updates in the svn
repository, but you'll also need the updated wxEuphoria sources.  The 
IDE isn't great for designing interfaces, although if you learn to use
sizers, it's not that big a deal.  I use the text editor part of the IDE
for almost all of my text editing.
