1. Win32Lib stamped

I just put a stamped version of Win32Lib 0.55.1
into Recent User Contributions. It includes
Derek's latest patch.

As most of you are aware, "stamping" makes
an include file have (effectively) zero statements.
I stamped win32lib.ew and several smaller files.
This will allow Public Domain users to write
fairly large programs before they run into the
"greater than 300 statements" diagnostics limit.
