1. Offline Web Browser
How hard would it be (on a scale of 1 to 10) to write an offline browser? I
would like one that requires no TCP/IP connection, but can parse and display
pages compliant with HTML2.0/3.0.

Joseph,
That really depends on the type of programmer you are. A parser is
really not that hard. the hard part come in with graphics/music/animation
writing the functions for handling animated Gifs. though put of Midi
the Netscape extensions and IE extensions. that's where it's gooding to
be fun.
It sounds like a REALLY good project! it would be great to have a full
blown OL-HTML reader.
on a scale from 1 to 10.. Hum... I'd rate it about a 7..
