Can anyone make a Euphoria Web Browser using the same connection as those windows broswers (like MS Explorer, Netscape, etc.)?

Euphoria is obviously capable of handling the graphics and data manipulation part of the browser, while the other programming language half of this browser will need to handle the modem connection and SLIP/PPP send and receive of data. But the question I would like to ask you...and I say this with no intention of malice....is WHY? Netscape and IE basically rule the Web Browser market, with IE being free to download.
