about extensions-

Isn't it possible to configure netscape correctly instead of
giving an unacurate extension? (Just a question:I didn't try)

IMO what happens in dos/windows to a file that can't be used
in dos/windows has no importance- if you download it with
netscape/windows, before using it on linux you can easily
rename it. But if you access from linux, it is correct.
As a rule, I prefer that everything linux-specific would follow
the general naming habits. Just as you pointed out: people
don't read instructions. th only way to get rid of this is to
give a stupid name, so that you're forced to rename it after
downloading- and to read the instruction!
