That must have been the bug that was bugging my programs. Private correspondence from Wolf at the time included-- "Hi Kenneth, Following your suggestion, I downloaded a newer version of LCC (compiled Nov. 7). I've compiled half a dozen of my larger win32lib 'tuts' with this, and my (API only) bitmap crusher, and they all seemed to work OK, leaving in the standard and formerly troublesome '-O' option."
