All the .ini and .cfg files should be distributed with the .exe; if they were not, you can copy them from the official IDE distribution. If you have not run IDE before then you need FirstTimeOtherC.ini, FirstTimeSynFont2.ini and IDEFirstTime.cfg. Otherwise you need OtherC.ini, SynFont2.ini, SynMain2.ini and IDE.cfg which your first IDE run creates. Also if you have used IDE before and get an error that IDE.cfg needs to be converted, you need to run convertIdecfg.exw.
