Matt:

We can not download that file .

We get the following message:

HTTP1.1 STATUS 403 Remote Access to this object forbidden This file
cannot be directly accessed from a remote site, but must be linked
through the Brinkster Member's site.

Grrr...sorry about that. Go to:

http://www14.brinkster.com/matthewlewis/projects.html

Within the EuCOM entry, click on the (April 9: v2.0 alpha) link...

3. RE: EuCOM 2.0 alpha

Sorry for taking so long to get around to trying, but the link fails for
me too.

In case you don't know why, it's because brinkster has a remote loading
policy. You cannot link to any file other than html from outside of the
website, unless there is a page within your site that contains a link to
the file in question.

I run into the same problem with my website at tripod.com
I get around it by creating a dummy html page that links to the file.

I can then give out a direct link to the file, and tripod won't
complain.

Yeah, it's just been so long since I've done anything with my page that I'd
forgotten, and I did it right before bed, so I wasn't thinking as clearly as
I should have been, but you can get it now from:

http://www14.brinkster.com/matthewlewis/projects.html

on the April 9: v2.0alpha link.
