1. scrolling pictures

I want to put a map to the screen, that is larger than the screen. When the 
mouse gets close to an edge, I want it to scroll in that direction. In DOS, 
what's the fastest way to do this?

Vesa vbe virtual screens. Problem is that vesa vbe implementations on gfx 
cards is very often buggy.
