1. Win32Lib Changes Tool Tips

The other day my tooltips looked weird. The font was much bigger. Today,
after I ran a test printing proggie, using Win32Lib, I noticed my tooltips
were the bigger font! Closer examination reveals the tooltips for the Win98
task bar are bigger, but the tooltips for my Outlook mailer are regular, and
the tooltips for MS Word are normal.

Weird, huh? Just FYI.

Aaargh. That bug seems to be the bane of my existance...

Tooltips in other routines should be uneffected, because Win32Lib *emulates*
it's tooltips.
