It means that the program can't find the audio output plugin (out_wave.dll).
Make sure that you have WinAmp installed (or that you at least have the
required dll). However, when trying the wrapper on a computer at school, I
got the same errormessage as you even though WinAmp WAS installed.. putting
a copy of out_wave.dll in the same directory as the example program fixed
this. I should probably read the registry for the WinAmp directory to get
around this, but I'm too lazy to write the code.
