1. Win32Lib shellExecute() fix

I have figured out what was wrong with shellExecute()
in the latest Win32Lib. When you link the function,
change all of the C_LONGs you have to C_POINTERs. If
you have more than C_LONGs, C_INTs, etc. It should
have all C_POINTERs with the last one being a C_INT.
