1. downloading win32lib: version numbers confusing?

In trying to describe downloading Win32Lib, I find that a link which includes Win32Lib,
http://www.rapideuphoria.com/cgi-bin/asearch.exu?dos=on&win=on&lnx=on&gen=on&keywords=ide
seems to define the version of Win32Lib as "Jun 17: v0.70.4a", which is what the IDE seems to require, but the SourceForge page indicates the version as "0_70_2", but then the doc IN that download says it's "Win32lib v0.70.18".
So what version IS it, and/or how do we tell people how to get v0.70.4a ?
(I've got v0.70.4a, and its doc is different in describing the version than the version description in the one from the above link.)
