The answer is "yes", meaning they come from the same source. Now, depending on the moment they are generated, there can be differences--they are not always renewed on the same day.

you can generate a local copy of the docs, but you may need to get the rest of the docs dir from the source distribution. and a compiler so you can run [w]make
there should probably be a 4.0 manual link and a 4.0.1 latest manual link from here on.
