Attempting to access the IUPEu library files on the archive but without success. Is there another location to get to them?

euiup3 is an experimental, not completed, C based wrapper around Iup, you may want:

instead. That is a wrapper around Iup v2.7 that is complete. The euiup3 will be a faster interface, easier to distribute and use, however, it's incomplete at this point in time.
