1. Vista Euphoria problems

I just got a laptop with Vista, and am having problems using Euphoria on it.
Downloaded and installed Eu 3.1.1 ok.
Downloaded win32lib_0_70_4a, as a compressed folder, but when I right click on it and choose "extract all", I get an error message, "Cannot complete..." the extraction, and "The compressed (zipped) folder is empty", although file size is 108 kb (which doesn't seem right now that I think about it, the size I mean, should be much larger!),
Anyway, then I think to try 7-zip, so I download that, but when I try to run the .exe, I get a message "the installer you are trying to use is corrupted or incomplete..." (and the file size is only 74kb, again seems much too small).
Any ideas/suggestions?
I'll eventually try re-downloading them both, but I've in the meantime messed up my new wireless router trying to redo its ID and password, and haven't yet figured out how to bypass it so laptop can connect hardwire through desktop.
