Is le23p.exe supposed to be in the source directory when checking
out the latest SVN trunk ?

Where does makefile.wat expect it to be during a build ?

Does it have to have a environment variable set for it ?

When it is in the SVN eu\bin directory makefile.wat can not locate it

This has happen to me in the past and I don't remember what I
did to correct it.

It works if I copy it into the SVN eu\source directory but I would
like know why it doesn't work if its in the SVN eu\bin directory.

The reason is that you don't have a copy of it somewhere in your path. We should probably change the invocation to use a relative path.
