1.) Euphoria v3.1.1 is the one shown on the RapidEuphoria home page.
2.) The search function works in the archives.

AFAIK EU 4.0 is still in Alpha stage, there is not yet a package to download. AU 3.1.1 is the last ever official open source package produced, and will be the last in the 3 line. It is still the one to download and use if you want stable, well tested production programs, even though it does not have all the bells and whistles of 4.
It would be nice to see a EU 4.0 Beta, together with all the libs in the correct place, for Linux especially.
