The idea of letting people enter feedback messages for user contributions is feasible, and interesting, but I think in most cases if there is a problem with an upload it can be addressed right away with a message on EUforum. Almost everyone who uploads files also reads EUforum. I wouldn't want to have long rambling discussion threads stored in the archive database. It's probably better if these were out in the open on EUforum. Someone suggested allowing negative ratings as well as positive (i.e. microdollars). People tend to get very sensitive when their creations are criticized. I can see people being afraid to donate a program if they think they might get publicly ridiculed for it, by getting a bad rating, or sarcastic comments. Some people are amateurs, trying to write their first programs. Others are professionals who have been programming for many years.
