I believe that ex.exe (compiled with openwatcom and openwatcom libraries) will work on Vista if one installs http://sol.gfxile.net/solvbe.html and runs ex.exe with it. (ex.exe will attempt to go into fullscreen mode, and it will succeed.)
(The technical reason that this works is because, even though Vista no longer supports accessing VESA or VBE through Int10, solvbe loads an NTVDM driver that intercepts and emulates Int10 through OpenGL.)
I do not own a Vista box (or an XP box) and can not test this myself.

It seems that NTVDM might require the dll to be installed to \Windows\System32 or else it may refuse to load it (it'll say that it can not find the file).
