Ticket #774: No web interface for changing the product of an existing ticket

There is no way from the web interface to change the product of an existing ticket. If the filer files a ticket in the wrong product section, this sometimes results in duplicated tickets (as someone else will file a new ticket for the same issue in the correct product section).

One should be able to change the product of a ticket when doing a 'Full Edit'.
