Allow editing of ticket comments

Can we get the ability (at least for admins) to edit ticket comments. Maybe this isn't the right way to handle it, but the reason behind this ticket was a desire to fix the markup in a comment on ticket:55 that was breaking the markup on the page outside of the comment.

The inability to preview comments on tickets using browsers with javascript disabled (as incorrectly reported in ticket:179 ) is still annoying. Especially since it causes a ticket update instead - and then we can't fix the comment because we can't edit it yet!

Admins can now at lease remove a ticket comment.

Shouldn't moderators be able to edit (erm... "moderate") ticket comments as well?

I wasn't sure on this. We have a few roles we use
- admin
- forum_moderator
- developer
- user
Which of those do you think should be allowed?

admins and moderators (same as for forum posts). Developers should be able to modify the state of a ticket, but I don't see a need for them to edit ticket comments. On the other hand, since tickets are really the domain of developers, it might make sense for them to have that ability after all.
