This is causing issues making the PDF docs format correctly as the two tools we have been using do not handle empty paragraphs well. One better than the other, but also the less featurefull one

Causes HTML output:
<p> <a name="cmdlineno_case"></a><a name="case"></a> </p>
Idealy it should simply be:
<a name="cmdlineno_case"></a><a name="case"></a>
