Change Log/Release Notes... way outdated.

I propose that we delete the release notes and start over. That we document what language features have changed, that we state an entirely new standard library and that we list all known contributors to 4.0 generically in the standard library.
To say John did function abc(), Jeff did def(), Amy and Sally did xyz()... that's just not realistic. To start with it may have been but not so any more.

This needs to be done in 4.0.0RC2 and it needs to reflect what changed from RC1 -> RC2 as well as what changed in 3.1 -> 4.0

Taking on initial job but it's going to have to be a tag team effort between all the devs. I'll get things started then others will have to fill in gaps.

CK and I converted all the old change log notes to the new format and they are now online. Only thing left is the 4.0 changelog note now.

This is no small task! There is so much different between 3.11 and 4.0 is like a new language almost.
I suggest we work on the wiki page together until we figure we got everything before creating the change log/release notes.

Moving to milestone 4.0, will create a milestone for rc2 to be release notes specific to 4.0RC2

Work has begun on the 4.0.0 What's New. Once that is complete, this ticket will be complete.

I think the what's new stuff is up to date. I can't think of anything else that needs to go on there.

Is the information presented sufficient for now or should we go into more detail as to what the new features are instead of a single line? In the interest of time and since we are going to be updating docs as we go along, I think it can stay the way it is now. It may be nice if some links were added to the relevant sections of the manual though.

Many links have been added, closing this out for the 4.0 release. We can continue to add to the whats new in 4.0 as we release 4.0.1, .2, .... if we see new items to add.
