It would be useful if, in addition to the drop-down list of known releases, that the submitter could enter something not in the list into this field.
For example, a specific SVN rev# or a future release number.
The first stage has been completed. The Reported Release field is now a free form text field. The next thing that needs to happen is that a drop down list exist to provide "hints" or "suggestions" as to valid options.
