We need some better tools for admins on the site, for things like looking up users, resetting passwords (i.e., automatically, rather than manually setting them), etc.

Just a FYI, if you know the persons username, then you (as an admin) can access their profile via URL:
http://www.openeuphoria.org/user/profile/jeremy.wc
for example. There you can add a role, remove a role, disable a user or set a password.
This is not everything you requested but may be a bit easier than manually resetting a password (if you are referring to editing in SQL database?)

Yes, that's basically how I did it previously. I was more thinking something like having an automatically generated password generated and emailed to the user.
