Euphoria Ticket #154: Windows a "new" platform

The documentation seems as if it were written when Windows was a New Environment. It should be rewritten: For example, things like "long filenames" is not so much a feature of Windows but simply common to all OSes that are supported and thus need not be mentioned at all.

I think this is still partly relevant (in terms of getting stuff to work on 9x).

However, it's old enough that we can a) remove it or b) put it into a 9x specific document in the attic somewhere.

I will make a separate Discontinued DOS32 platform section to cover what DOS32 didn't use to do.

The documentation has been updated to reflect that people are used to long file names and dynamically loaded libraries.
