Euphoria Ticket #898: uname() from std/os.e reports Win8 as WinXP

Subj. The main problem is with this line: 

elsif maj = 5 and mine = 1 or 2 then

Specifically, the condition is always true because of 'or 2'. Additionally the function needs to be updated.
