Euphoria Ticket #471: euc -lib is not relative to cwd 

C:\euphoria\source> euc -lib ..\build\eu.lib hello.ex

will result in a link error not being able to find eu.lib as it cd's to it's temp dir and then tries to access ..\build\eu.lib.
