Euphoria Ticket #678: minGW move -mno-cygwin to configure option

minGW gcc 4.6 no longer supports -mno-cygwin option
minGW gcc 4.x apparently accepts it but it does nothing useful.

possibly someone using actual cygwin or older minGW will have need, they can add an option when running configure.

--mno-cygwin would somehow add this option as now in Makefile.gnu in 3 places and define a word for the translator in buildsys.e in two places.
