Win32Lib Update

I send Robert the latest version of Win32Lib (pre-Alpha 0.12). It adds more
graphics commands, edit functions (cut/copy/paste/clear/undo) and better
resource tracking (so there are less memory leaks). I've also restructured
the code a bit.

As always, feedback is welcome.
