you can use eu40 with redylib version 0.92 if you add a few lines of code.

in include/redylib_0_9/oswin/win32/win32dll.e

It seems, Redy is allready ready for EU4 blink

adding the following define is enough, if you paste it at the top of win32dll.e 

ifdef EU4_0 then 
    with define BITS32 
end ifdef
