As to internet terrorism there are two current problems I know about:

1) Microsoft can't program! You can sent data that is interpretered is such
a way by msinet.dll that you will have a complete hardware crash and
possible hardware damage. You will get a blue screen, but all hardware is
freezed. Keyboard, etc. won't even work. This could even make a harddisk
unusable, depending on what it was doing. Thankfully, this kind of stuff
doesn't happen often, and the chances such a crash lead to hardware problems
is very little. Yet, be warned. Win98 does not have this bug though, and you
call download the patch. But even Win95 OSRII and the MSIE4 currently
shipping stil have this bug. BTW This is called nuking.

2) You can flood information, which can eventually result in your software
deciding to disconnect.

Possible solutions:
- get the patch
- get a port scanner, and flood you flooder
- hide you IP in iCQ (this is done under ICQ/Security & Privacy) however,
there are a few simple tools available find an IP anyway.

Nope, it is the interpretation of a piece of data that is causing the bug.
You can scan and filter them out though, this does make your acces slower.

BTW Does any1 have any tricks to increase the speed of your connection. I've
read a few, like time out, packet size, etc. There are also programs that do
this kind of optimization for ya I think. Any1 has any ideas/suggestions ?
