1. Port access from CMD-window with DOS32?

Hi, I have a problem: I'm programming via direct I/O a card in an ISA-slot by using ports.e from Jacques Deschenes. Under WinNT the ISA port access is prohibited. I found a driver: GiveIo.sys, but this is not working. Is there any method known how to write a DOS32 program with ISA-port access which runs also (possibliy by using a driver) in the CMD-window?
