Delphi IDE

Hello i wanted to know if it was legal to build an interface for EUPHORIA
with Delphi ?
I know that in microsoft VB license it is clearly written you cannot write
programs that compete with any microsoft product.
Is it the same with Borland ?

The problem with writing an IDE for euphoria with euphoria is that it is
not WYSIWYG.
