Mode 19 Utils update

Hello all!

Due to blind stupidity on my part..I failed to remove set_palette() and
get_palette() from the Mode19a.e file included with our Mode 19 utils
package. This would not have been a problem unless you tried to include
pal.e with Mode19A.e. I have just resubmitted the corrected files to RDS for
update. Sorry for this inconvenience.
