GitHub releases and retroactively tagging 4.1.0

I've retroactively tagged the 4.1.0-beta2 release as "official" 4.1 release and published all of the 4.x files from SourceForge to GitHub: https://github.com/OpenEuphoria/euphoria/releases

This gets us another step further on migrating to GitHub and sets the stage for making the next release 4.2.
