Windows Explorer Shell

I have a couple questions regarding Windows Explorer when it is a shell:

1) How do you incorporate the toolbar by the clock on the start menu?  If
you can't incorporate it as that...how do you get the information you'd need?

2) How do you do updates and such?  For example, when you install Internet
Explorer, it boots into Windows like normal and then updates different
system settings.  Is there any way to initiate that stuff using a different
shell that you make?
