Yes, 3.1.1 is the latest stable release. Beta 4 will be released shortly. There are a couple of bugs that need to be fixed first, including getting all of the demos in shape. Also, Derek is working on a new index for the documentation, which should be a significant improvement.

The goal is to get beta 4 out, and move quickly towards a release candidate for v4. The current code is pretty solid. I haven't used anything but eu4 for some time now. It's too difficult to go back to prior versions of the language. There are a lot of things that make euphoria easier to use, and more powerful, too.
