1. Binding in Public Domain

I read somewhere (not sure where I read it) that to be able to bind your
programs, you had to have the registered version. If this is so, why does
the Public Domain version come with bind and shroud?

    You are reffering to a change that effects version 2.1.
Before version 2.1 bind and shroud were available and binding was
possible.  After 2.1 binding isn't possible until you register.
